~ Engineering, Technology and Management Education ~

The State of West Bengal traditionally has a very rich heritage of education and culture. All the Nobel Laureates of our country have worked in this State. The higher social values for intellectual inputs and creativity prevail in the State. The large manpower of the State, willing to undertake technical education, is one of its great strengths. The government initiative acts synergistically for the rapid growth of technical education. Cheaper cost of study per student as compared to other states is also a positive side. The consciousness of the people too is very conductive for technical education. The quality conscious and judicious consumers of the state in turn place demands for quality technocrats willing to combat the challenges of the new millennium.

With this background, the State of West Bengal is marching forward towards the expansion of Higher Education in engineering & technology and also in management education. More specifically, in the last few years, the growth rate in Higher Technical Education in West Bengal has remarkably improved, particularly in the emerging areas like information technology, computer science and engineering, electronics and communication engineering, etc. following the need of the hour. Concurrently, a trend has been observed towards education on core engineering sections like Electrical Engineering, Mechanical Engineering and Civil Engineering.

ENGINEERING & TECHNOLOGY EDUCATION

Expansion In Degree Level Engineering & Technology Education In The State:

In 1947-48, there were only 3 (three) Engineering Colleges in West Bengal with an intake capacity of only ‘320’ students. From 1948-1961 the growth of Technical Education in the State was satisfactory as the number of Colleges increased from 3 to 12 and the intake capacity increased from ‘320’ to ‘1452’. But after 1961 till 1994 i.e. for more than three decades, there were no further expansion of degree level Engineering Education. It was in the 1995 i.e. the later part of 8th Plan Period (1992- 93 to 1996-97) that a new Government Engineering College in the name of Kalyani Engineering College (renamed as Kalyani Government Engineering College at present) was established at Kalyani in Nadia District.

The 8th Plan Period ended with establishment of another Engineering College under private initiative at Haldia in the name of ‘Haldia Institute of Technology’. Till the end of the 8th Plan Period the intake capacity for degree level Engineering & Technology was ‘1652’.

Engineering & Technology Education:

Eventually, the growth rate of degree level education in Engineering & Technology has been accelerated throughout 9th Plan Period (i.e. from 1997-98 to 2001-02) and 10th Plan Period (i.e.2002-03 to 2006-07) and the same is still in progress in the 11th Plan Period and the throughout 12th Plan Period. . For the first time in 2014-15 Private Universities offering Engineering and Technological courses have been established in the State.In 2015-16, the total number of degree level Engineering & Technology Colleges is ‘94’ and total intake capacity is ‘38702’. All these Colleges in the State are AICTE approved and affiliated by Moulana Abul Kalam Ajad University of Technology (erstwhile WBUT) or other State Universities.

In the University/University Departments and Government Engineering & Technology Colleges students are admitted only through a Common Entrance Examination called WBJEEM conducted by West Bengal Joint Entrance Examination’s Board. In the Self-financing Engineering & Technology Colleges of this State besides WBJEEM, 10% seats are filled up out of the merit listed candidates of JEE (Main) conducted by CBSE. Moreover, in those Self-financing Engineering & Technology Colleges 10% seats are filled up through Management Quota. Three (03) private universities have also admitted stdents in 2015-16 accademic session through the WBJEEM.

Expansion in Management Education in the State:

Management is the process of designing and maintaining an environment in which individuals, working together in groups, become efficient to accomplish selected aims & objectives. It is felt that the need of present day’s industry is quality leadership to be provided by Managers in different sectors, including industry acceptance from very first day of one’s joining a job and that is why personnel with management education are in a great demand.
In our State many management institutions have been established by the Government as well as by private initiative in last few years to cater to the enhanced requirement of managerial personnel. In the early 50’s , there were only one management institution namely the Institution of Social Welfare and Business Management, Kolkata and thereafter in early 60’s the Indian Institute of Management, Joka was established. But these two Institutions could not fully met the requirement of this category of personnel. As a result, further expansion of management institutions was felt necessary. Accordingly, many State Universities have established Management Departments and further growth occurs due to establishment of MBA Institutions through private initiations. Students are admitted in Management courses through All India Exams. such as CAT, MAT etc. and also through the State Level Entrance Examination JEMAT conducted by Moulana Abul Kalam Ajad University of Technology (MAKAUT). In 2015-16 the total number of approved institutions conducting MBA courses is ‘46’ and the intake capacity is ‘4015’.

EXPANSION IN MASTER OF COMPUTER APPLICATION (MCA) EDUCATION IN THE STATE

Commencement from the early half of 1970’s there has been initiative to establish course in the field of Computer Science & Engineering. The ever-growing use of Computer in a wide variety of fields was witnessed during the last few decades. This situation was duly taken into consideration by the Government of India as well as Government of West Bengal by laying stress on Computer Education in the National Policy of Education 1986.
The Higher Education system of the country had spared no efforts to identify the needs of the Computer professionals in different sectors and devised variety of programs including Master of Computer Application (MCA).
In this State, up-to 1994-95 academic session there were only 3 (three) universities i.e. Jadavpur University, Bengal Engineering College (B.U.) and North Bengal University where MCA course was offered with very limited intake capacity (100 Nos.).
Considering the demand and job opportunities many more State Universities and Government as well as Private Institutions have started the MCA course. At present, in the academic session of 2015-2016 the MCA course is conducted in 39 Institutions and the approved intake capacity is ‘2499’. In this State MCA seats are filled up through a State Entrance Examination JECA conducted by West Bengal Joint Entrance Examinations Board.

The fund under this head has been mainly utilized for different development works of laboratory, library, workshop, etc. purchasing furniture for office, hostel, colleges, etc. and for A.M.C. of various equipment. 1. Fund has been utilized mainly for construction work, special repair work of hostel , roof treatment work of library, construction of central library, special repair of collegiate guest house, boys hostel, extension of examination centre, erection of boundary fencing and repairing of boundary wall,AMC for electrical maintenance beyond office duty hours.

2. Fund has been sanctioned for re-construction of boundary wall, annual maintenance of electrical installation, different building sanitary and plumbing works of different buildings, electrical installation, installation of tower light, air conditioning machines, vertical extension of mechanical workshop building,

3. Fund has been sanctioned for construction of new boys hostel, construction and extension of several building, some other essential and urgent repairing works.

4. The fund has been utilized for repair and upgradation of campus road, painting of boundary wall, repair and modification of office building, upgradation and new electrical installation of G+1 office building, annual maintenance of electrical installation, various civil works, urgent repairing of electrical installation and generator connection.

5. The fund has been sanctioned for construction of auditorium and extension of administration building. boundary wall, internal concrete road, renovation of 3rd floor boys hostel, toilet near canteen, roof treatment work and old hostel building, re-validation for construction and extension of boys hostel building.

6. Fund has been utilized for installation of generator, 20 nos. A.C. machines, vertical extension of canteen building, outside renovation and painting work at new building, construction of common room, electrical work in newly developed lab., and 4 nos. of class rooms, repair and maintenance of electrical installation, computer point at newly constructed building at the top of the canteen building.

Rs. 13.34 crore has been released for setting up a new Govt. Engineering College at Cooch-behar under State Plan Head.

Rs. 22.68 crore has been released for setting up a new Govt. Engg. College in the district of Purulia under BRGF.

LATERAL ENTRY SCHEME

In pursuance of the scheme of All India Council for Technical Education (AICTE), the State Government in the Higher Education Department has extended the scope of degree level Engineering Education to the diploma holders through the introduction of ‘Lateral Entry Scheme’ for admission of the diploma holders in Engineering /Technology/ Pharmacy directly into the 2nd Year /3rd semester of 4-Years degree course effectively from the academic session of 2001-2002. Under this scheme, diploma holders from AICTE approved Polytechnic Institutions with at least 45% marks (40% in case of reserve category students) in aggregate in appropriate branch of engineering /technology /pharmacy are eligible for admission through State Level Common Entrance Test (named as JELET) conducted by the West Bengal Joint Entrance Examinations Board. The intake capacity is up-to the extent of 20% of the total approved intake along with the vacant seats of the first year. However, students having passed B.Sc. degree from a recognized University as defined by the UGC, with at least 45% marks (40% in case of reserve category students) and passed XII standard with mathematics as a subject are also eligible for admission under the Scheme as per guidelines provided by the AICTE.

FINANCIAL ASSISTANCE TO POOR & MERITORIOUS STUDENTS STUDYING IN ENGINEERING & TECHNOLOGY COLLEGES IN THIS STATE

West Bengal Government Merit-Cum-Means Scholarship Scheme :

In terms of Notification vide No. 401A-Edn(T) dt. 25.4.2007 a new scholarship scheme known as “West Bengal Government Merit-Cum-Means Scholarship Scheme” has been introduced from the academic session of 2006-07 in the State for the students studying in degree level Government & Government aided Engineering & Technology Colleges in the year 2006. Since the year 2007, this scheme is opened for all degree level Engineering & Technological Institutions including self-financing institutions. This scheme has now renamed as Swami Vivekananda West Bengal Govt. Merit-cum-Means Scholarship Scheme.

Online application process for the Scholarship has been introduced from the Academic Year 2013-14.through the website http://eservice.wb.gov.in and highereducationwb.in.

The scholarship amount is Rs.16,800/- per student per year. In the session 2010-11 this Directorate has selected 1086 candidates (fresh 200 and renewal 986) as MCM scholarship holder. For undergraduate level scholarships, candidates must obtain at least 75% marks consisting of two language subjects and three best elective subjects. Students who are enrolled in the first year of Under Graduate Course after passing the H.S Examination or equivalent in the same year will be eligible to apply for this year’s Scholarship Scheme.
In the academic session 2013-2014 a total number of 1791 students have been awarded the said scholarship out of which the fresh candidates is 391 and remaining 1400 students have been awarded as continued receipients (renewal case).
No student was allowed to receive cheque of MCM Scholarship since 2010-11 if he/she already enjoys any other scholarship / stipend (other than MCM scholarship) either from State or Central Government for the same course of students.
It is also worthwhile to mention in this context that the student who are already enjoying Half/Full Free studentship from the college will have no bar of receiving MCM Scholarship or vice versa. From 2011-2012 all UG / PG Courses (Engg. & Tech.) and other professional courses approved by AICTE have been brought under the purview of MCM Scheme. Students of Private University is also enjoying MCM Scheme from 2014-15.

Financial assistance to poor and meritorious students of Engineering Colleges in this State under the West Bengal Freeship Scheme (WBFS) having annual family income less than Rs. 2.5 lakh :

Self-financing Engineering & Technology Colleges
Private /Self-financing Engineering and Technology Institutes shall continue to provide Full Tuition Fee Waiver (Full fresship) to 10% of the admitted student in proportion to the number of admission made under the Management Quota Category. The Private/Self-financing and Technology Institutes implementing the fees as revised by the Fee Structure Committee for 2013-14 will provide Half freeship to 10% of the students admitted in each of Engineering / Pharmacy/ Architecture courses during the entire course period, subject to their satisfactory academic performance in the Institution.

Government Engineering & Technology Colleges
In the Government College of Engineering & Technology also the system of free studentship and half free studentship is present for the poor but meritorious students. So that good students are not suffered due to financial paucity. State Government has introduced 10% full-free studentship and 10% half-free studentship Vide Government Order No. 416-Edn (T) dt. 27th July, 2004 for these Institutions. This Financial Assistance is in addition to the Tuition Fee Waiver (TFW) Scheme of AICTE where 5% students of the approved intake on supernumerary basis are enjoying such facility.

Tuition Fee Waiver Scheme (TFW Scheme)
As per Tuition Fee Waiver Scheme of AICTE, 5% seats (on supernumerary basis) of each Engineering & Technology Institutions of the State are reserved for poor but meritorious students of the State subject to their annual family income less than 2.5 lakhs.

SIGNIFICANT POLICIES ADOPTED FOR EFFECTIVE GOVERNANCE OF PRIVATE SELF-FINANCING ENGINEERING/TECHNOLOGY/PHARMACY INSTITUTIONS

Admission through single window system:
Admission is made through single window on-line counselling and allotment procedure conducted by the State Joint Entrance Examinations Board (WBJEEB) strictly on the basis of merit and preferences of qualified candidates in the West Bengal Joint Entrance Examination (WBJEEE) /All India Engineering Entrance Examination (JEE-Main). Whereas, for Institutions opting for Management Seats (10% seats maximum) 80% seats are allotted through WBJEEE and remaining 10% seats are allotted through JEE-Main; else otherwise, 90% seats in respect of all other Institutions are allotted through the WBJEEE and 10% seats are allotted through JEE-Main.

Conduct of On-Line Counselling and Allotment Procedure for admission to Degree Level Engineering /Technology/Pharmacy Programs:
The State Government in the Higher Education Department has already introduced the Online Counselling and Allotment Procedure conducted by the West Bengal Joint Entrance Examinations Board Jointly with the National Informatics Centre (NIC), New Delhi effectively from the academic session of 2012-13. The counselling and admission system is being monitored through sufficient number of Reporting-Centers identified through-out the State in interest of the students even located in remote places.

Restructuring of the Governing Body and its proper functioning as per guidelines of the AICTE:
Due attention has been given for constitution of Governing Bodies of all the AICTE approved engineering/technology/pharmacy Colleges following the AICTE norms. The State Government has taken pro-active role towards their proper functioning. The Colleges conduct the Governing Body meetings at regular intervals with appropriate agenda items where the State Govt. in the Higher Education Department, Directorate of Technical Education and State Technical University participate as members. It may be stated that at present there are State Govt. Nominees in the Governing Body of all the Self-financing Engineering & Technology and Pharmacy and management Colleges as per AICTE norms.

Admission against Management Quota:
The self-financing degree level Engineering/Technology/Pharmacy Institutions are allowed to fill up 10% of their approved seats directly through Management Quota as approved by the State Government. The Management Quota seats are filled up from the merit listed candidates of WBJEE/JEE (Main). The colleges may opt the facility

Fee-structure in respect of Self Financing Engineering & Technology / Pharmacy Courses:
Fee-Structure in respect of degree level engineering/technology/pharmacy courses in respect of self-financing Professional Technical Colleges is governed by the State Govt. in the Higher Education Department based on recommendation of the State Level Fee Structure Committee duly constituted by the State Government following the guidelines provided by the AICTE as per the order of the Hon’ble Supreme Court.At present progressive tuition fee structure uniform for all institutions has been implemented in this state

Expansion in Technical/ Professional Program:
In the academic year 2015-16, there are 97 Engineering & Technology Institutions with 40022 approved intake, 46 Management Colleges with 4015 approved intake and 39 MCA Colleges with 2499 approved intake. In the academic session of 2013-14, there have been 11 M.Tech. Courses (237 approved intake) approved in 6 Govt. Engineering & Technology Colleges. 86 M.Tech. Courses (2154 approved intake) approved in 36 Self-financing Engineering & Technology Colleges and 22 M.Pharm Courses (446 approved intake) approved in 8 Self-financing Pharmacy Colleges.

Self Financing Professional Technical Colleges certified NBA Accreditation:
In the academic year 2013-14 4(four) B. Tech. Course conducted by the Bengal College of Engineering & Technology, Durgapur have been certified NBA Accreditation with effect from 04.01.2013 for 2-years. Similarly, 5 B. Tech. Courses in respect of the JIS College of Engineering, Kalyani have also been certified NBA Accreditation with effect from 04.01.2013 for 2/3 years. In the Academic session of 2013-14, five (5) B. Tech. courses in respect of the Heritage Institute of Technology, Kolkata have been certified NBA Accreditation with effect from 18.09.2013. Birbhum Institute of Engineering & Technology has obtained NBA Accreditation with effect from 08.11.2013 for 2 Years.

Self Financing Professional Technical Colleges obtaining the Status of Autonomy:
Whereas in the academic session of 2012-13, one Self-financing Engineering & Technology College in the name of JIS Colleges of Engineering & Technology, Kalyani has obtained the autonomy status from the UGC, The Heritage Institute of Technology, Kolkata has also obtain the autonomy status in 2013-14.The Narula Institute of technology, Sodepur has received autonomous status confirmed by the UGC.

SIGNIFICANT POLICIES ADOPTED FOR GOOD GOVERNANCE OF GOVERNEMNT ENGINEERING & TECHNOLOGY COLLEGES

Restructuring of the Governing Body:
The Governing Bodies of all 6 (six) degree level Government Engineering & Technology Colleges have been restructured with more powers and functions vested on the Governing Body and with more members from the industry houses. In many of the Governing Bodies the Chairman himself is from the industry so that appropriate suggestions can be given by the members of the Governing Body for the development of such professional Colleges. After the implementation of the Technical Education Quality Improvement Programme (TEQIP) all the six (06) Government Engineering & Technology Colleges are enjoying academic, administration, managerial & financial autonomy to some extent and as such the decision of the Governing Body and its functioning is important for smooth and proper running of these Colleges. Moreover in case of two Autonomous Govt. Engineering Colleges i.e. Jalpaiguri Govt. Engg. College and Govt. College of Engg. & Ceramic Technology, where UGC confirmed the autonomous status the powers and functions of the Governing Body has been further strengthen for successful implementation of the Autonomous Status with accountability.

Block Grant System and sanction of fund :
From the last quarter of the financial year 2006-2007, the block grant system of sanction of fund has been introduced in all the 6(six) Government Engineering & Technology Colleges as one of the reformation measure taken in TEQIP-I.Under the block grant scheme the expenditure for non-salary non-plan items as a whole are allotted as a grant-in-aid where the institutions are having their autonomy to utilize the fund as per their institutional requirement for improvement of teaching and learning process. Under the financial autonomy the institutions can retain and utilize the entire tuition fees and other development fees collected. Moreover, the institutions are permitted to generate, retain and utilize the revenue internally generated (IRG) through calibration & training, consultancy services, sponsored research programme, educational programme, Self-financing degree programme, Industry Institute Interaction, Commercial Utilization of availability facilities etc. Besides this Institutitons have also been permitted to operate four funds i.e. corpus fund, staff development fund, depreciation fund and maintenance fund to ensure sustainability of the reforms made to their institutes.

Constitution of Financial Management Committee (FMC) :
The State Government has also constituted the Financial Management Committee in each College for optimum utilization of the block grant fund with accountabiality and other related matters pertaining to non-plan non-salary item of expenditure .Moreover, plan and non-plan fund requirements under the overall control of the Governing Body/ Board of Governors of each of these Institutions where accountability and transparencies are maintained beyond the given autonomy. It may also be mentioned here that the two Autonomous Govt. Engg. Colleges can also finalize different expenditures for examination purposes based on the decision of FMC after its ratification by the Governing Body of the colleges.

Development Activities under “2203” and “4202” Plan Head :
Develoment activities have been undertaken as Six (6) Government engineering and Technology Colleges of the State.

Autonomus College :
In the academic year 2012-13, 2 Govt. Engg. & Tech. Colleges namely Govt. College of Engg. & Ceramic Tech., Kolkata and Jalpaiguri Govt. Engg. College, Jalpaiguri have obtained Autonomus College status from UGC. Both the colleges have also received grants from UGC after obtaining the Autonomous College status. These two colleges are also framing their syllabus and conducting their semester examinations themselves after receiving the Autonomous Status from UGC.

One Time Additional Central Assistance (OTACA) :
Under this scheme Rs. 10,00,00,000/- (Central Share Rs. 3,00,00,000/- and State Share Rs. 7,00,00,000/-) has been sanctioned for expansion of Kalyani Govt. Engineering College under OTACA Scheme. Rs. 11,95,06,000/- (Central Share Rs. 3,58,52,000/- and State Share Rs. 8,36,54,000/-) has been sanctioned for construction of proposed Tanery Training and service Centre (TTSC) at Bantala by Government College of Engineering and Leather Technology, Kolkata under OTACA Scheme. In the Financial Year 2013-14, the construction works for Govt. College of Engg. & Leather Technology, has been initiated and for the Kalyani Govt. Engg. College tendering process followed by the comperative statement preparations has been initiated by the relevant construction agency i.e. PWD.At present in respect of Kalyani Govt. Engineering college, Kalyani 90% construction work has already been completed & in respect of Govt. College of engineering and leather technology almost 50% work has been completed.

Establishment of New Government Engineering and Technology Colleges:
Two new Govt. Engineering colleges are going to be established at the district of Purulia and Coochbehar during the academic session- 2016-17. Initially both the colleges will conduct five (5) courses such as Civil Engineering, Electrical Engineering, Mechanical Engineering, Electronics and Communication Engineering, Computer Science Engineering, each with 60 intake

Department of Industrial Policy and Promotion (DIPP):

This is a Skilled Development Programme implanted by Government College of Engineering and Leather Technology and sanctioned by Department of Industrial Policy and Promotion, Govt. of India and initiated by the Prime Minister’s Office (PMO).

Objectives of the projects are Alleviation of Poverty through self-sustenance, knowledge gathering from industrial experts, orientation towards entrepreneurship, overall employment to earn minimum source of livelihood and upgradation of existing soft and working skills among already employed workers through orientation programmes within the industry premises under the guidance of industrial experts. Unemployed impoverished section of society duly recommended by competent local authorities and the already employed workforce duly recommended by the concerned organization are the target group. Primary trainee are imparted trainee or manufacturing skills of footwear, hand gloves, leather bags, leather articles and exotic items containing blend of leather. Secondary trainees are imparted upgraded trainee on their respective working areas. Theoretical classes and practical demonstration are the mode of training for the first batch 560 trainees (primary), for the 2nd batch 1050 trainees (primary), for the 3rd batch 3000 trainees (primary) and for the 4th batch 6000 trainees (secondary) have been trained. Total Rs.7, 56, 95,000 /- (Rupees seven crore fifty six lakhs ninety five thousand) financial grant has been utilized for this purpose. All the trainees trained under Primary Skilled Development Programme either have been placed in different working floor or they have chosen to be entrepreneur by themselves or they have decided to be part of Self Help Groups (SHG) for healthy sustenance. The college has been highly appreciated for successful implantation of the programme in a much better way than perceived and followed conventionally. The message was communicated to the Principal during meeting with official dignitaries of DIPP at Udyog Bhawan, New Delhi.

PROHIBITION OF RAGGING

The State of West Bengal has formulated the Prohibition of Ragging Act in 2000 and rules thereof in 2001. The Act and Rules for Prohibition of Ragging issued by the State Government have been circulated to the Institutions to display the same in proper places of the Institutions for information of the students and all other concerned persons. Anti Ragging Committee and Anti Ragging Squad have also been formed in each and every Institution. AICTE notifications in this regard have also been circulated to all the colleges under this Directorate time to time. State Government has also constituted an Appellate Committee in this regard. Necessary measures as per the Prohibition of the Acts and Rules are taken from time to time in case of any incidence of ragging. Measures have also been taken to provide separate hostels for the 1st-year students as far as possible in the Government Engineering & Technology Colleges.

Directorate of Technical Education has time to time, sent guidelines towards prohibition of ragging to all the Institutions under its purview. Honorable Supreme Court’s guidelines (issued on May, 2009) on prohibition of ragging has also been circulated amongst the Institutes. In terms of this guidelines Institute Level. University level and District level monitoring are to be done. Constitution of Ragging Monitoring Cell at the State Level is under process.

RTI ACT – 2005 RELATED ACTIVITIES AND INTERNAL COMPLAINTS COMMITTEE

Directorate has already appointed State Public Information Officer & Appellate Authority to deal with the RTI related applications. Moreover all the Govt. Engg. & Technology Colleges have appointed Public Information Officer and Appellate Authority within the jurisdiction of the college. An Internal Complaints Committee to prohibitate sexual harassment of women at work place has also been constituted as per the Supreme Court Guidelines.

INTRODUCTION OF NEW COURSES IN PRIVATE ENGINEERING & TECHNOLOGY COLLEGES IN THE ACADEMIC YEAR 2013 - 14

The State Government has taken a policy to encourage Private Institutions to introduce core disciplines (Civil, Electrical, Mechanical, etc.). Accordingly many such courses have been introduced.

PERFORMANCE IN DIFFERENT COMPETITIVE EXAMINATION

The students of different Government Engineering & Technology Colleges are performing good results in the competitive examination for the Higher Studies like GATE for Post Graduate Studies and CAT for Post Graduate Management Studies. Even the students in some of Private Engineering Colleges have scored very high percentile GATE score as well as CAT score.

TECHNICAL EDUCATION QUALITY IMPROVEMENT PROGRAM

TEQIP – Phase II: To continue with the development activities and reform process initiated through TEQIP - I in West Bengal,the sequel project, TEQIP - II has been implemented in 14 institutions of West Bengal including 4 State funded institutes,6 Govt. / Govt. aided institutes and 4 Pvt. Unaided institute, since 2010 and scheduled to be closed in October,2016. Two Centres of Excellence have also been established, one at Calcutta University and the other one at Jadavpur University.
TEQIP -II consists of the following components:
Sub-Component 1.1    :  Strengthing Institutions to improve learning outcomes and employability of Graduates

Sub-Component 1.2    :  Scaling-up Post Graduate education and demand-driven R&D&I

Sub-Sub-Component 1.2.1    :  Establishing Centres of Excellence

Govt/Govt. aided institute under subcomponent 1.1 have been sanctioned 10 crore each; and 12.5 crore under sub component 1.2 including Rs. 5 crore each for CoEs and Pvt. Unaided institute @ Rs. 4 crore each. 11 institutes out of 14 have also been enlisted for getting additional fund for excellent performance.
    Till 31/12/2015, Rs. 129.35 crore has been released to the participating institute. Out of this, Rs.122.10 crore (90%) has been utilised.
    The State level Steering Committee (SSC) and the State Project Facilitation Unit (SPFU) are responsible for management,coordination,implementation and monitoring of the project at the State level.
At the institution level,the project is managed by the board of governors (BoG) and an institutional TEQIP unit.
TEQIP - II Supports several development and reforms activities,including Improvement in Teaching-Trainging-Learning facilities, Providing Teaching and Research Assistantship to increase enrolment, Enhancement of R & D and institutional Consultancy activities,Faculty and Staff Development, Enhanced interaction with industry, etc.
Senior Academicians have been engaged as Mentors to guide the instutes. Statutory Audits are regularly conducted to Audit the Project Accounts.
   Performance of the Project institutes in State has been exalted in all the 5 successive JRMs held so far.
TEQIP - III
TEQIP -III has been conceptualized as a centrally funded project to sustain the beneficial impact of TEQIP - I & TEQIP -II over a project period of Six Years (2015-16 to 2020-21) with a project outlay of Rs. 3600 crore to be shared between World Bank and GOI at 50:50 basis.
   Two major components of the project are:

Improving quality and equity in all Govt. / Govt funded Engineering institutes,technical and affiliating Technical Universities in Seven Low Income States,Eight North East States,2 Hilly States and Andaman & Nicobor Island.

System level initiatives to strengthen governance and performance.

RESEARCH FACILITY AND OTHER ACHIEVEMENTS

• Collaborative Patents by Govt. College of Engg. & Leather Technology, Kolkata and National Research Centre on Mithun (ICAR), Nagaland, Govt. of India.

• Tie-up of Jalpaiguri Govt. Engg. College, Jalpagiuri with Amrita Viswa – Vidyapeetham for INDO-US Inter-University Collaborative initiative in Higher Education and Research through a Special Satellite Network established by ISRO.

• Jalpaiguri Govt. Engg. College, Jalpagiuri is the Nodal Centre for Prime Minister Gram Sarak Yojana (PMGSY) under NRRDA, Govt. of India covering entire North Bengal and Sikkim. A MOU has been signed by the Institute with Cognizant Technology Solution towards establishment of an in campus school for development of soft and communication skill of the students.

• Academic tie-up of Govt. College of Engg. & Textile Technology, Serampore with Global Institutions like Manchester University (UK). The same college has formed industry – tie-up with SDC, Claimant Dystar, Infosys and Wipro.

• Shri Satyen Mondal, Assistant Professor, Department of Information Technology of Kalyani Govt. Engg. College, Kalyani received Young Teacher Award along with research grant from AICTE. The Institute, KGEC, Kalyani has signed agreement for industry –institute partnership with Ericsson India Pvt. Ltd. And published 25 research papers in National and International Journals.

• Faculty members of various departments of Govt. College of Engg. & Textile Technology, Berhampore have publications of 2 books, 3 chapters of books and 27 referred journals. Many of the faculty members have attended 6 international conferences.

• Faculty members of Govt. College of Engg. & Ceramic Technology, Kolkata have 8 research projects. Prof. Saibal Ray and Prof. Utpal Mukhopadhyay have jointly published a book namely “Accelerating Universe : The role of dark energy”. Faculty members of the college have 25 paper publications in various national and international journals.

MINORITY INSTITUTIONS

At present Five (5) self-financing professional Academic Institutions under JIS group and One Christian based Minority institution (St. Marry Technical Campus) have obtained Minority status from the State Government. The institutions under JIS group formed an association namely Association of Minority Professional Academic Institutions and conducting a separate Common Entrance Examination. Similarly St. Marry Technical Campus, Kolkata is conducting another separate Common Entrance Exam for both Minority and non- Minority candidates for admission to 50% of their approved seats and rest of the seats will be filled up through the merit listed candidates of WBJEEB.
